Reading this statement I can see a truly interest on NCSG. I will give him/her the opportunity to join us as member, also would like to see more AP active members.

Hi all

His job seems low level enough that I don't think it would interfere and he otherwise looks like he wants to participate for real. So yes from me.

Best,

Dear all,

Please find for your review, response to RFI from Manju Chen. Please reply if you approve or not, so we can move the process along.

Thank you!

Hi,

Thank you for the email.

-Why I want to join NCSG.

I am a researcher of a government-funded project that aims to enhance Taiwanese's involvement in ICANN. My job includes writing weekly blog posts, publishing monthly newsletters, briefing the relevant officials, and holding events and capacity building workshops-- all of these are about ICANN and for the purpose of raising Taiwanese awareness of ICANN's work.

Because of my job, I have been attending ICANN meetings and following several ongoing PDPs in GNSO closely. However, my job as a researcher of the government-funded project also limited my involvement in ICANN. I have to position myself as a neutral observer while analyzing policy discussions from the government’s perspective.

But as my understandings of the policy discussions deepen, I found myself unsatisfied with the mere 'observer' position. I want to actively participate in the policy-making process in my personal capacity. In other words, I want to become an active community member without the strings of 'gov-funded project researcher' attached.

The PDP I follow most closely and diligently is the ever-hot topic: EPDP on the Temporary Specification for gTLD Registration Data Policy. I think the discussions around WHOIS/GDPR best illustrate the different stances and interests of different stakeholder groups in the ICANN community. I also find myself agreeing and supporting the NCSG's arguments on almost all topics throughout the discussions. For example, I agree that protecting registrants' personal data should be the first priority, and I also tend to think of the whole process as 'disclosure' instead of 'access'.

When I have finally made up my mind to become an active member, the first and only stakeholder group I wanted to join is NCSG. I also feel like there are not many active Asian members in the NCSG, so I would love to become a voice in the NCSG from the APAC region.

-My non-commercial interests in the DNS

My non-commercial interests in the DNS are mainly about how ICANN's work can help and protect non-commercial users. Take one of the ongoing PDPs--new gTLD SubPro PDP--for example, I pay extra attention to how the new policy could affect the local community, indigenous groups, religious groups, and non-profit organizations' right over the names they want to apply as new gTLDs. I am also opposed to the idea of governments having rights over city names.

I hope you find the above information useful for the application.

Thank you very much!

Best regards,

Manju Chen

Many thanks,
