[NCSG-EC] Resignation from the Chairmanship of the NCSG

Hi Steph,

Given that I'm not technically interim chair yet, I suppose you're still
free to come back ;)

Beyond procedural quips, I'd be glad to have you reconsider your decision.
Surely, what would then have been a hiccup would be a good opportunity to
start taking the steps towards a better NCSG...

Take the night to think about it at least. A lot has happened today.
