[NCSG-EC] Farell as Arsene alternate

Can't see why not, if we're otherwise lacking a councilor. If he can do
even half of the alternate's job, that is surely better than not doing any
- as long as he doesn't piss everyone off but I have no reason to suggest
that he would - on the contrary. :)
