[NCSG-EC] [urgent]decision on leadership program

I certainly support Rafik, he is working tirelessly in several leadership roles now and I am surprised that he has not had the opportunity to take the course so far.  Can we please endorse this?  Others have needs too but there will be time as they move into more active roles.  Fik is in those active roles right now and deserves our support.

NCSG needs to send one person to the leaders' program for Kobe. Rafik wants to be registered for that course and this is the only time he can do it because it's in Japan and he could not take so much time off work to attend the course in the past.
Arsene also expressed interest because he was the alternate for this prgram in the past.

I suggested that others who want to apply to hold off because of Rafik as he has been working really hard and  is a true leader it's only fair it goes to him if he can't attend any other.
please let weigh in on this very quickly. deadline is tomorrow.
