[NCSG-EC] My travel slot transfer

We got a lot of interest on the mailing list and privately to go to panama.
Id prefer that this travel slot goes to someone whom I can rely on to
attend meetings and be on alert to carry out tasks as needed. For these
reasons I believe it is better to allocate the travel slot to Elsa who has
been in a leadership role and understands what is required at the meeting.

I think this call showed us that NCSG is in need of operating procedures
for such allocations and we need to draft one.

I will move forward to submit Elsa’s name.
