[NCSG-EC] NCSG session on constituency day

Dear EC and PC members,

Agenda for NCSG session on Constituency day is unfortunately still under
construction, I've had trouble moving various pieces around, but it's
getting there. I just put the current version here for you to see and
comment:

If I set the permissions right everybody should be able to add
