[NCSG-EC] committee methods and procedures

Picking up an old thread,

Robin is absolutely right here and I must apologize for not acting
on this sooner.

I'm going to put is on the agenda of our meeting tomorrow and absent
any objections then without further delay send request to PC and FC
chairs as per Robin's suggestion.

Robin, if you can't attend remotely tomorrow I'm going to assume you
support your own proposal. But do let us know if you have something to
add.

Poncelet, if you can't attend it'd be appreciated if you expressed
your position here as soon as possible. Thank you.
