[NCSG-EC] Temporary alternate to Johannesburg

Dear EC,

Stefania Milan just notified me she can't make it to the Johannesburg
meeting after all.

That means we could and probably should appoint a temporary alternate
for her.

Suggestions for people or for process for selecting one would be
appreciated. Note that time is short, it is not even certain we could
still reassign the travel slot, and anybody who needs visa to South
Africa and doesn't already have one is pretty much out of luck.
