[NCSG-EC] Ballot draft

I would include an abstain option for the chair election.

Ideally for council election, we could have an initial gate-keeping option to vote or abstain from voting for that position, and if one chooses to abstain, then there wouldn't be an additional vote made (selection of candidates) for that position.  I don’t know if you have the capability to fix the ballot this late into the election however.
