[NCSG-EC] call with the candidates in the NCSG Annual Election

Yes I think it makes sense to hold two separate calls for the two different positions up for election.  We could probably still hold the calls a couple days into the voting period if necessary, since people can change their votes up until the end of the voting period.  But the sooner, the better, for sure.
