[NCSG-EC] Call for consensus: Tatiana Tropina as temporary replacement

All but you have agreed to this.

If you have an objection, please raise it within one week (7 days).
Otherwise I'll assume your consent and notify the council.

(You are of course free to object on procedural groudnds as well as
substantive, if you think this kind of 7-day notice at this point is
not acceptable.)
