Dear Steve and Tapani,
We would like to draw your attention to the requirement in the GNSO Operating Procedures Section 2.4.3 which indicates that each House is responsible for creating its own procedures for nominations, interviews, voting, and candidate selection in relation to the Board Seat 13 & 14 and that those processes "must be documented and forwarded to the GNSO Council for inclusion as Annexes to the GNSO Operating Procedures." This has been done for the Contracted Parties House: http://gnso.icann.org/en/elections/cph-board-seat-selection-process-03sep15-en.pdf
We did find the procedures of the 2010 election for board seat 13 in Annex I of the following document: http://gnso.icann.org/drafts/gnso-operating-procedures-redline-28jan10-en.pdf, but have not been able to track down the procedure that was used by the NCPH for the most recent election.
In order to meet the requirement of the GNSO Operating Procedures, we would like to ask you to provide us with your proposed procedures for nominations, interviews, voting and candidate selection. To avoid having to update these procedures for every Board Seat selection, we would like to recommend that, in relation to the timing, you use a general timeline as suggested below. In outlining your process, please take into account that due to recent Bylaw changes, there is now a requirement for notification of the Board Secretary of the outcome of the election at least six months before the date specified for the commencement of the term. For your information, below, we have provided you with a tentative timeline that you may find helpful which was adapted from the one currently in the GNSO Operating Procedures.
If you have any questions or need any assistance, please do not hesitate to let us know.
Kind regards,
Glen
