[EC-NCSG] Doodle for NCSG EC Meeting

Dear all,

Looking at doodle poll it seems the only time that works
at all for everybody is at 5pm UTC (even if only barely
for Robin), so let's fix it there.

In the future we might consider meeting at early morning UTC,
say 0700 (11pm in San Francisto, 8am in Belgium and Germany,
6pm in Melbourne).
