[EC-NCSG] Reykjavik travellers

Dear EC,

As you know the intersessional will be in Reykjavik in February.

We only have seven travel slots, effectively for Chair and
councillors.

However, Rafik is unable to come, so there's one slot to spare,
and some other councillors may cancel as well.

There's not much time, they want names by Monday, so please suggest
people who you think might be useful there as soon as possible.
