[EC-NCSG] Travelers to LA and Marrakech

Clarifying this a bit: for LA, formally we have 21 travel slots
allocated to NCSG, not explicitly assigned to EC members &c.
But for practical purposes I thought it'd be best to
go with the old formula:

(1) NCSG Chair
(2) NCSG EC members, one from each constituency
(6) NCSG Councillors
(6) Decided by NPOC EC
(6) Decided by NCUC EC

So while formally it's SG level choice, I'd leave it up to
constituency ECs to decide who they want in there, and they don't
have to be only EC members.

In any event, please let's try to get most of the travelers
decided as early as possible.
