[EC-NCSG] follow-up of EC call

Hi everyone,

as follow-up of EC call last friday, we agreed to finalize the applications
review via mailing list. we got 4 votes for each applicant but Klaus vote
is missing. to not penalize applicants by more delay, we are trying to fix
this quickly within this week

We want to have the applicants approved by Friday 10th July. if there is no
objection by that date, we can consider that those applicants having
already 4 "Yes" votes as approved.
