Fadi asked that I communicate back the answer to an NCSG question he
promised to follow-up on during the recent NCPH Intersessional meeting in
Washington, D.C.
See below. I don't recall if you personally asked the question, but perhaps
you can pass the information back to your NCSG delegation.
I think if there is any follow-up about complaints regarding PIC
infringement, the best person to contact would likely be Allen Grogan at
allen.grogan at icann.org.

Yes, anyone can submit a complaint to ICANN contractual compliance about an
alleged failure to comply with a PIC, and ICANN contractual compliance will
investigate the complaint.
Complaints may be submitted to compliance at icann.org.
