[EC-NCSG] approving members

Hi Everyone,

Milton added his votes. so I updated the status of those who  are approved
now. I will add them soon to the mailing list and welcome them.
In other hand, I will recontact all pending applicants(from previous
batches) and I am thinking that we setup an ad-hoc call prior to London
meeting to clear the backlog.
