[EC-NCSG] New Member announcement.

Hi Lori,

it is already a NCSG member for years and even voted for last NCSG election
. my understanding is that Martin wanted to join NPOC and he applied it as
representative since he is only an individual NCSG member. I guess you can
accept him in NPOC ?
anyway I will double check with Fatima who is long-time representative of
AGEIA DENSI
