[EC-NCSG] propose we move up NCSG-EC Mtg by 60 minutes

This time change is confirmed.  Please note however that we move to  
Room Function 10 (instead of 9) with this change.
Thursday 12:00 - 13:30 - NCSG Executive Committee Meeting
