[EC-NCSG] request for update on BGC rationale 13-3 discussion

Just a quick follow-up to check if the BGC meeting minutes from 25 June 2013 are available yet?  (They don't seem to be posted to the ICANN website yet).

Thanks for any assistance you can provide on tracking this info down.
