[EC-NCSG] NCSG process for ATRT endorsement

During the NCSG call on Tuesday we discussed the process for the NCSG  
to endorse its candidate to the ATRT.

The group decided to hold a candidate call (like we did with  
candidates seeking NCSG support for GNSO Chair).  But we'll do a  
single call with all (both) candidates this time.  So I will schedule  
a call with the candidates seeking NCSG support (Marie-Laure and  
Avri) for the week after next, so NCSG members can ask questions and  
candidates can explain their goals, expertise, etc.  And then NCSG-EC  
will make a decision to endorse one of the candidates based on what  
we've heard from the candidates and the members who have expressed an  
interest.
