[EC-NCSG] question regarding NCSG incoming applicant

Hi Marie-Laure,

Checking the google doc, I don't see his name. The file is automatically
populated with new application coming from the online form. those who have
access to the file can check if there is any update anytime, like what you
did. Maybe there was glitch but it definitely rarely happen.
The best is that he apply again and so his application can be considered
for this month batch.
