[EC-NCSG] pending NCSG membership applications - votes & comments

Dear Alain,

You agreed during the EC meeting in Toronto that this 2-step process  
was confusing to people and needed to be separated out of the NCSG  
membership application.

Are you now changing your mind again on your position on this matter  
and now wishing to re-open what had been decided in Toronto  
unanimously including your agreement there?

NCSG applicants are increasingly confused because you do not explain  
to them that NCSG membership is a separate process from NPOC  
membership.  You are accepting orgs as NPOC members before they are  
admitted into the NCSG.  How many times do I have to explain to you  
that is backwards and contrary to the NCSG Charter?   This matter was  
finally laid to rest in Toronto.  Why are you now wishing to open it  
and continue to cause confusion among applicants?
