[EC-NCSG] pending NCSG membership applications - votes & comments

Dear Alain,

Please do not get offended.  I am sincerely asking for clarification  
because we have a misunderstanding as to what is said and what it means.

I'm simply trying to clarify that this is an NCSG-EC activity -  
reviewing and approving NCSG membership applications, as per the NCSG  
Charter.  This NCSG-EC is not approving NPOC memberships - that is up  
to NPOC to do according to its own procedures.  That is all I am  
saying and hope you are hearing.
