[EC-NCSG] pending NCSG membership applications - votes & comments

Dear EC Members:

We need to complete forthwith the due diligence and evaluation for  
the following 23 pending NCSG membership applications (10 are for  
organizational members, including a reconsideration from US-Ignite,  
and 13 applications for individual membership to NCSG).

In an attempt to clarify which applications are presently before us  
and what their individual status is, I've listed them below.  Please  
use the below list as our immediate "to-do" list to evaluate, and use  
it in conjunction with the complete membership application data  
submitted by the applicant and provided in the Google docs data file  
for membership applications.

I've done my due diligence for the 23 applications below and include  
my vote / comment on each application.  Alain has evaluated a couple  
of the organizational applications also and his votes are recorded  
below also.   We need to replace the "..." blank spaces below with  
votes/comments from each voting member of the NCSG-EC on each  
application.  Please complete your due diligence and provide your  
vote/comment within the next couple of days so we can get back to  
these applicants as soon as possible.

PENDING NCSG MEMBERSHIP APPLICATIONS

ORGANIZATIONS:

1.  National Council for Voluntary Organisations

Robin Gross has questions as to whether the organization is part of  
(or chartered under) governmental authority and not independent  
noncommercial civil society organization.  Need further inquiry and  
clarification from organization.

3.  INTIC4DEV - Institut des TIC pour le d?veloppement
Alain Berranger voted to approve.

Robin Gross is unable to evaluate the organization (since its website  
is in French).  But I notice a bunch of company names of the website,  
ex : Microsoft, Cisco, etc. so I wonder if it is mainly funded by  
commercial organizations.  Would like further information and input  
on commercial ties of organization.
