[EC-NCSG] applications to join ncsg

Dear EC members:

We've got a couple membership applications to evaluate in the google  
docs folder.  Let's try to move these through in the next week, so we  
are up to date on all pending applications going into the Toronto  
meeting.   So please have a look at the pending applications and  
raise any issues or vote to approve them on this list in the coming
