Dear Robin,
Thanks for heads-up. I will volunteer on this temporary working group - so
please count me in - is this email sufficient to get on the working group?
I was a co-founder in the 90's of telecentre.org, with Rob Robertson and
Richard Fuchs. It is a global network of telecentres - see
http://www.telecentre.org/ . I was then with IDRC in Ottawa -
http://www.idrc.ca/ , an the network was created in partnership with the
Swiss Development Agency and Microsoft Community Affairs - it was a very
big initiative and started with a $20 million budget. It has since been
devolved from IDRC to a Foundation headquartered in The Philippines.
I have visited many telecentres in the developing world and their impact on
underserviced communities in reducing the digital divide is invaluable. The
most memorable visits for me were in very remote areas of Lao PDR and
Mozambique. Telecentres are usually located in schools, health clinics,
community centres of various kinds and are by definition a not-for-profit
social service. When a "public internet access point" (PIAP) is ran as a
for-profit entity, it is often referred to as a cyber-caf?, again talking
about the developing world (cyber-caf?s are often located in very modest
"facilities" and in great numbers in urban or peri-urban areas of large
cities - I visited my first one in Dakar). Since the mobile phone has
invaded the developing world, cyber caf?s have become less important.
You have already noted that Klaus is very experienced in telecentres, in
Latin America notably, where he co-founded Somos Telecentro - see
http://www.tele-centros.org/ . I think he has already volunteered. I have a
copy of his paper co-authored with Michel Menou from the University College
London, if Klaus, travelling intensely right now, has not had time to send
it to you.
