[EC-NCSG] new NCSG-EC travel support

Dear Exec. Cmte Members:

For the first time, ICANN will be providing limited travel support to the NCSG-EC to attend the ICANN meetings in FY13 (beginning with Toronto in October).  You may recall this is a special funding request I made to ICANN to help support the work of the NCSG Executive Committee at these mtgs.  So ICANN will be funding 3 members of the NCSG-EC to attend the 2 meetings in FY13.  So this means that the NCSG Chair and 1 representative from NPOC and 1 from NCUC will receive travel support to attend the Toronto meeting in October.  I need to let Glen know the names of these travelers asap so arrangements can begin to be made by ICANN.

As a reminder, the 2 NPOC members on this committee are Alain Berranger and Lori Schulman.  The 2 NCUC representatives on this NCSG-EC are Milton Mueller and Rafik Damak.  I'd suggest that Alain and Lori get together and figure which of them will use the travel support, and that Milton and Rafik put their heads together to suggest how to use their support.  Thank you.  

This is good news and will be a tremendous help to noncommercial users, who have not before received any travel support for constituency or NCSG leadership from ICANN.   More noncommercial bodies at the mtgs will be a big help and boost to the SG's effectiveness.
