[EC-NCSG] Fwd: Response to NCSG membership application and request for additional information of US-IGNITE

Below is some additional information from the organization US-Ignite to clarify possible concerns raised in the Dec. NCSG-EC meeting regarding whether it is currently in operation and whether it is a purely noncommercial organization.
