[EC-NCSG] Cintra Sooknanan appointed to NCSG-EC by NPOC in replacement of Lori Schulman

Not having heard any objections to this application from ISOC-T&T in  
the given timeframe, I think we can now deem this application as  
approved and the membership application accepted.  I'll inform ISOC- 
T&T of the approval decision and also add Cintra to the NCSG-EC email  
list as NPOC rep.
