Thank you for your e-mail of 2 November.

The British Red Cross is not part of any governmental authority. It has
been established by Royal Charter as a charitable corporation. It is a
private organisation with certain recognised public functions. It is
independent of government, although it has certain responsibilities towards
the government. It is wholly non-commercial.  For certain purposes,
including government funding, it is considered a civil society
organisation.

I hope that the above answers your questions and that you will be able to
confirm the British Red Cross's membership of NPOC in the near future.
