[EC-NCSG] pending NCSG membership applications

Dear NCSG-EC members:

Following up on a few membership applications we have pending before us, and having heard no objections to Kim Heitman's membership application and ASCD's organizational membership application, I'll inform them of their acceptance in NCSG.  

Additionally I'll inform James Bikoff of his ineligibility to join NCSG since he is already an active member in the Intellectual Property Constituency and one can't be a member of both the CSG and NCSG under GNSO rules intended to prevent gaming the system.

Please weigh in on the remaining pending applications when you have an opportunity.
