<<A small update was sent for the question from the Board.
The NCSG has cited challenges with capacity for supporting policy
development in addition to the other community work such as reviews
and has expressed concerns about the amount of concurrent work. What
are the NCSG’s most significant challenges in monitoring and
deciding which work to prioritize and focus resources? How can the
Board assist the NCSG to plan and position itself better to ensure
it is actively engaged on its priority policy topics for the future? >>
Hi Rafik and All,
I think the third question is key: "How can the Board assist the NCSG to
plan and position itself better to ensure it is actively engaged on its
priority policy topics for the future?"
We have some great answers here. (1) Data -- the Board could encourage
ICANN Org to commission neutral and independent data studies of upcoming
policy issues and considerations. That way there is a common base of
information for everyone to use in their analysis and assessments.
History shows this works well!
(2) Full and comprehensive reviews by Staff in preparation for upcoming
Policy reviews. We often feel that the summaries written for the GNSO
Council are one-sided, with other stakeholders' concerns factored in
heavily, but not NCSG. We also see ICANN Org summaries for the GNSO
Council/Community overlooking key parts of history. For example, ICANN
has issued calls for comment on the UDRP since 2001 -- and regularly
since then. Yet, the most recent ICANN UDRP summaries contained only the
most recent set of comments, not the whole history of comments,
critiques and studies (including academic studies from Professor Milton
Mueller and Michael Geist) shared with ICANN over time -- although the
UDRP has not changed substantively since 1999.
It would help us if we did not have to independently gather these
studies, history and data. It sometimes feels we have to do much more
work, gather much more data, write more papers to gather the type of
information that ICANN Org seems to regularly collect, collate and share
for other stakeholders in its summaries. It would help if that were not
the case.
Best, Kathy
