Dear all,

The Latin Diacritics PDP working group had another meeting yesterday.

Key topics:

* A set of ASCII and corresponding LD TLD(s) must be applied for
  together as a set, not separately.

* The same entity principle will generally apply for the 2nd level,
  although discussion on some borderline cases continues.

* The definition of "diacritic", for the purposes of this PDP,
  will include both Unicode-decomposable and precomposed-only
  (of the form "small latin letter with ...") diacritics.

The last is something I've been pushing for, and I'm happy that my
proposal was accepted. Mainly it adds some 15 characters with hook,
tail and stroke used by many African, Scandinavian, Slavic and some
other languages.

This was something of a compromise as I would have wanted to include
also other characters that could've been treated similarly even though
they are not diacritics in any sense, like æ and ŋ. But that would
have required amending the charter and extra work as they would have
to have been analyzed individually to determine which ASCII strings
they'd be confusable with. Work for another PDP...
