I would like to carefully submit my candidate statement for the position of
NCSG Chair below:

Reasons for willingness to take on the position: I would be honored to
return to the role of NCSG Chair, drawing on my extensive experience in
administrative and leadership positions within the NCSG and NCUC, as well
as my service as a GNSO Councillor. My candidacy is driven by a desire to
address the current challenges our members face in policy
engagement—whether due to limited knowledge of ICANN's PDPs and structures
or a lack of resources for participation. I am committed to supporting the
Policy Committee and our GNSO Councilors in communicating vital updates to
the wider community. Furthermore, I remain dedicated to collaborating with
our membership and other ICANN Stakeholder groups on critical issues, while
strategically enhancing the NCSG's overall positioning.



Years spent in policy and leadership roles have provided me with a deep
understanding of the unique obstacles our Stakeholder Group encounters as
the primary voice for civil society within the GNSO. As a steadfast
advocate for the Multistakeholder model and the essential role of civil
society within it, I recognize the importance of the NCSG to this
framework. I would welcome the opportunity to serve again as NCSG Chair and
tackle the challenges ahead.



Qualifications for the position:

I possess a Law degree and specialized expertise in International Law,
Human Rights, and Internet Regulation. My involvement in digital policy
began in 2011, when I contributed to the drafting team for the Brazilian
Civil Rights Framework for the Internet. Following this, I served as a
legal advisor on social issues for the Brazilian government until 2016 and
acted as an advocacy coordinator for various Civil Society Organizations
and collectives in Brazil and Latin America. In these roles, I engaged in
high-level dialogue with policymakers, politicians, and diverse stakeholder
groups regarding various facets of the Internet. I am currently the Policy
and Advocacy Manager at WITNESS, where I align our work on synthetic media
and generative AI with policy frameworks and actors in the US, the EU,
Brazil, and other regions.



Regarding my work with ICANN, I have been an active participant in our
stakeholder group since joining as a member in 2017 after several years of
following discussions remotely. My leadership history includes serving as
NCSG Chair, NCUC chair and vice-chair, and the NCUC EC representative for
the LAC region. At present, I serve as a GNSO Councilor. Beyond these
executive roles, I have actively contributed to the policy initiatives of
the NCSG. I am currently a member of both the DNS Abuse Mitigation PDP1,
focusing on Associated Domain Checks, and the SSAD Supplemental
Recommendations Team.


Furthermore, I am a member of the NetBeacon Institute Advisory Council and
previously served on the IGF Multistakeholder Advisory Group from 2022 to
2024.



Statement of availability for the time the position required:

I confirm that I have the required availability to focus on the needed
discussions and processes where the NCSG Chair is required. Despite working
full time I have managed to successfully complete my terms both as NCUC and
NCSG Chair, as well as my 2 terms at the GNSO Council, with a fair amount
of time dedicated to the position's duties. The same is likely to happen if
I'm elected.



Additional information:

Apart from my work at ICANN I am also one of the co-chairs of the IGF MAG
Working Group on Strategy.
