This may be of interest to NCSG members interested internet infrastructure/security and human rights. Discussions on subsea cable resilience can have direct implications for both the DNS and IP layers in several ways:

Risks of overreach in “security” framing: Increasing securitization of subsea cables as “critical infrastructure” may lead to more state-driven controls over traffic flows, with potential downstream effects on DNS blocking, IP filtering, or other forms of network interference that can raise human rights concerns.

DNS availability and resolution integrity: Even though subsea cables are not ICANN-operated, they shape the environment within which ICANN dispenses its operations, the technical coordination layer. For example, cable disruptions can fragment connectivity between regions, affecting access to root and authoritative name servers increasing latency and causing resolution failures that may raise integrity and trust concerns. Overall, subsea cable security should interest us both as individuals and members of the ICANN community.

IP routing and reachability: Outages directly impact how reliably users can access services tied to specific IP allocations.

Interdependence across network layers: The ultimate stability of the naming and addressing systems depends on the resilience of the underlying security of the physical infrastructure, making subsea cable governance relevant to ongoing discussions around availability and trust in the DNS.
This may be useful for those considering how infrastructure-level developments could shape the operational and policy environment of the DNS and IP ecosystems.
