[Ncsg-discuss] Latin Diacritics PDP in Mumbai

Latin Diacritics PDP working group held a meeting in Mumbai yesterday.

There isn't all that much to report, however. The agenda was reviewing
public comments on the preliminary report, but there was time for only
one of them: the one from ICANN org. That was *very* long, but mostly
about minor language issues - for example, fair amount of time was
spent on talking about the differences (or lack thereof) between
"in accordance with", "in line with" and "consistent with".

One of their more substantive concerns was if the applicant would
be allowed to withdraw the ASCII version of the domain and continue
to apply only for the diacritical one. The WG thought (like before)
that it should be allowed, as it would in effect be no different
than applying for only the diacritical one to begin with.

(This would not apply if there are several diacritical domains,
as at least for now multiple diacritical domains would only be
allowed to coexist together with the corresponding ASCII TLD.)

There was some interesting discussion about whether diacritical
domains would have to be "the same", i.e., just different spellings of
the same words, or if they could be really different (in many
languages diacritical marks can change the meaning of the word
entirely). It was noted that the PDP's intent is the former but that
in practice there's no way to enforce it.

Other comments, including NCSG's, will be discussed in future
online meetings.
