Dear NCSG members,
Good day, and I am writing to you regarding a recent development related to
ALAC's Rejection Action Petition.

The main issue
The At-Large Advisory Committee (ALAC)  has filed a formal Rejection Action
Petition against a proposed ICANN Bylaw amendment called "Article 27.6:
Transition Article on Specific Reviews", which the ICANN Board approved on
3 May 2026.

The NCSG will not support this action, as it conflicts with our operating
principles.

1. The NCSG believes strongly in accomplishing every GNSO  policy change
via the standard policy development process. The Rejection Action is an
extreme measure that does not fix the problem ALAC is truly concerned about.
2. The NCSG is currently unsure about ALAC's standing or the process used
to arrive at the Rejection Action Petition; we were not privy to the
process, nor were there any public comments or discussions.

4.3.3 Solicitation of Community Feedback During a three (3) day period
directly following the receipt of a request to support a Petition, GNSO
Stakeholder Groups and Constituencies may submit their feedback on the
merits of the GNSO becoming a Rejection Action Supporting Decisional
Participant.

This deadline for feedback, opinions or comment is Friday, 05 June 2026 at
23:59 UTC.

A GNSO Council Extraordinary meeting will need to take place on Sunday, 07
June 2026. More information to come.

Pursuant to Annex D, Section 2.2(d) of the ICANN Bylaws, having delivered
ALAC's Rejection Action Petition Notice to the EC Administration, the ALAC
would now like to invite any and all any other EC Decisional Participants
to support the ALAC's Rejection Action Petition.

We are concerned both about the precedent set by this amendment and the
dramatically expanded timelines specifically proposed. This may be a case
where remaining in breach is better than sidestepping the bylaws in this
way. Feel free to reach out to me to discuss any part of this further.

Please inform the ALAC at alac at icann.org by 23:59 PDT Monday, 8 June 2026,
to provide support for this Rejection Action Petition.
