I shared the public comments regarding the ICANN budget and operating plan a few days ago. The GNSO council has space related to such discussion with the Budget & Operations Townhall which is open to all GNSO members. Please join if you want to participate and are interested in the topic.

Dear Stakeholder Group and Constituency Leaders,
You may recall that several years ago, the GNSO Council converted its standing committee, which supported the Council in developing its drafts comments related to ICANN’s annual budget and operating plan, into the Budget & Operations Townhall (BOT). The conversion to the BOT was a result of the Council’s determination that it had a diminishing need to develop public comments, given the narrow remit of the Council. Per the BOT’s charter<https://gnso.icann.org/sites/default/files/policy/2023/draft/draft-scbo-charter-24jan23-en.pdf>, the focus of this group is “to coordinate and facilitate dialogue to fully understand ICANN's strategic and operational planning and budgetary processes” by interfacing “with ICANN Finance to gather information and ask questions as needed.”
The development of public comments will reside with the individual SG/Cs and the Council (i.e., outside of the BOT), though the BOT may help “serve as a forum as needed to discuss budgetary topics of mutual interest amongst the GNSO Council and SG/Cs.”
The BOT is open to any interested GNSO members; the deadline to enroll is 12 January 2026. To get started, go to Part 1: Initial Set-up; please select the option that applies and follow additional instructions in Part ll: ICANN Join Enrollment to complete the enrollment for this group.
