Hello Farzaneh,

I have reviewed the draft vis a vis the documents presented and below is
my comment



1. Policy Priorities and Resource Allocation
In the ICANN FY27–31 Operating & Financial Plan, Section 2.2 (pp. 14–18), I
see a list of “Planned Projects and Activities,” but I don’t see a clear
mapping of budget allocations to specific policy priorities. For example,
DNS abuse mitigation, transparency in contractual compliance, and human
rights impact assessments are mentioned broadly but not tied to actual
funding lines.
I believe ICANN should provide a crosswalk between budget lines and policy
initiatives so the community can see how resources are being directed.


2. Financial Sustainability and Risk Management
In Section 4.1 (pp. 42–45) of the FY27–31 Plan, ICANN acknowledges
macroeconomic risks but only mentions general reserve use. There’s no
scenario‑based modeling for revenue fluctuations, especially given the
reliance on domain name registrations.
I recommend publishing scenario‑based models and clarifying reserve
deployment strategies. This would give me, and others in the community,
more confidence in ICANN’s long‑term sustainability.


3. Community Engagement and Capacity Building
Looking at ICANN/IANA FY27 Operating Plan & Budget, Annex A (pp. 63–66), I
notice that funding for outreach and capacity building is minimal compared
to operational expenditures. This feels inconsistent with ICANN’s stated
commitment to inclusivity and diversity.
I think more resources should be directed toward training and outreach,
especially in underrepresented regions of the Global South, so
participation is truly equitable.


4. PTI Operational Efficiency
In the Draft PTI FY27 Operating Plan and Budget, Section 3 (pp. 12–15), the
emphasis is on operational stability, which is important, but I don’t see
measurable efficiency targets or innovation strategies for delivering the
IANA functions.
I would like PTI to introduce performance indicators such as turnaround
times or automation adoption to show efficiency improvements and
accountability.


5. Accountability and Metrics
In Section 5 (pp. 52–55) of the FY27–31 Plan, success metrics are described
in broad terms but lack quantifiable KPIs. Without measurable indicators,
it’s hard for me to assess whether objectives are being met.
I recommend adopting transparent KPIs tied to strategic goals, with regular
reporting to the community.


These plans are foundational for ICANN’s future, but they need stronger
alignment with policy priorities, clearer financial risk strategies,
enhanced capacity‑building commitments, and measurable accountability
mechanisms.
