Hi all,

Russ Weinstein , VP for Policy in ICANN shared those summary notes captured
by ICANN org of NCSG-Board session in Mumbai meeting.  Please review them
and feel free to ask questions.

For the first topic, there is an expectation from the board that NCSG will
share an impact analysis report.

## Notes

*Topic: RDRS and Law Enforcement Authentication *

*Summary:* The NCSG conducted a human rights impact analysis on the Board’s
October 2025 resolution extending the pilot period for the Registration
Data Request Service (RDRS) for a further two years, following the Board’s
February 2026 response to the NCSG’s December 2025 letter. The Board
confirms its alignment with the NCSG’s position that the handling of
registration data requests, including by law enforcement agencies, needs to
be balanced, and noted that authentication of a requester does not equate
to authorizing the release of the requested data.



*Key Take-Away:* The NCSG is expected to provide its report on the impact
analysis to the Board.



*Topic: ICP-2 and RIR Governance*

*Summary: *The Board clarified that the RIR Governance Document will not
result in accumulation of institutional authority over the Regional
Internet Registries (RIRs). The draft document has undergone several Public
Comment phases, including consultations in each of the regions,
demonstrating multiple opportunities for stakeholder input.



*Topic: Multistakeholder Resilience*

*Summary: *The Board confirmed its support for the resiliency of the model
and ICANN’s policy processes. It supports the community’s ongoing efforts
to improve the effectiveness and efficiency of its policy development
processes. The Board also confirmed its commitment towards improving its
own processes to ensure responsiveness and efficiency.



The Board stated that being efficient and moving quickly does not mean
excluding or minimizing stakeholder participation, including civil society.





*Topic: Board Questions to the Community*

Summary: Review of Reviews - Although the NCSG does not have a formal
representative on the Cross Community Group, the NCSG supports the work and
intends to provide its input on the group’s proposals. The Board members
participating in the CCG confirmed that the community members regularly
provide updates to and feedback from the community groups that appointed
them, and observers are welcome as well as able to speak up and provide
input directly.



Strategic Plan Review - the Board encouraged the NCSG to provide input. It
agreed it will be important to continue to be aware of geopolitical and
broader trends, including in external international bodies, especially
where developments may impact ICANN and policy.
