Dear Farzaneh and colleagues,
I would like to express my interest in contributing to this assignment on
the SSAD Supplemental Recommendations and RDRS-related work. Through
NCSG/NCUC, I've focused on safeguarding the public interest in evolving
access-to-data frameworks, with a focus on accountability, transparency,
and the risks of procedural concentration in small-team settings. I have
followed the EPDP Phase 2 outcomes and subsequent discussions on SSAD, as
well as the operationalization of the RDRS, with a particular interest in
how implementation realities are reshaping the original policy intent.
>From a governance perspective, I bring a structured approach to analyzing
complex, multi-stakeholder systems under regulatory and political
constraints. In my professional work across policy advisory roles in
fragile and highly regulated environments, I routinely assess how
institutional design choices, such as centralized intake models,
accreditation mechanisms, and audit frameworks, translate into real-world
incentives, risks, and unintended consequences. This lens is directly
applicable to the current SSAD/RDRS trajectory, where questions of
feasibility, proportionality, and accountability remain central.
I am particularly interested in contributing to this assignment by
supporting evidence-informed reflection on three areas: (1) the balance
between centralization and distributed decision-making in access systems,
(2) the effectiveness and inclusiveness of accreditation and request
standardization models, and (3) the robustness of logging, auditing, and
oversight mechanisms to ensure trust and prevent misuse. I also see value
in grounding discussions in the emerging lessons from the RDRS as a
practical reference point for operational viability.
I would be glad to support the NCSG in this process and contribute
constructively to advancing a framework that is both implementable and
aligned with public interest safeguards.
