Michaela and I drafted this NCSG position document on DNS Abuse Mitigation:

Note that this paper is based on NCSG's longstanding values and previous
positions. We gathered everything NCSG has been saying throughout these
years. Please comment so that we finalize in two weeks and discuss it with
other SO/ACs in Dublin. Appreciate comments to be received in the next two
weeks.
