Measuring impact is very difficult so different organizations depending on context use different methods but usually the use three principles:
The severity of impact has been measured by considering the existence of impact on the rights, scalability and remediability.
If there are no mitigation mechanisms and the impact is wide reaching then the impact could be high. So the questions we have asked are: 1) does this policy risk rights and which rights 2) is the risk wideranging (the registrant, a range of registrants, a range of registrants and Internet users) and 3)whether there are mitigation mechanisms already and if the matter is remediable.

The human rights checklist on TRP is a very interesting idea.
How did we rate Medium , High and so on? Is there a metric system or is it perception based / heuristic / historical ?
If there is a defaulter on High, is the action going to be tougher?
