[NCSG-PC] law enforcement authentication and RDRS

Also adding a requirement of periodical renewal/confirmation of the
informed lists, to avoid outdated verified law enforcement domains from
being used? (this would be mostly important when you have multiple domain
names within the same agency, police station, etc).
