Dear Kossi,

Kurtis ought to be in a good position to answer this question, as
he has a solid background with the RIRs (especially RIPE, of
course), but I am pretty sure he will refer to the ICP-2
Principles process that is directly prompted by the AFRINIC
situation.

There is not much ICANN can do directly, so the proper
procedural way is to address the  criteria for recognizing
and evaluating RIRs - this is what the ICP-2 is about.
