Open Public Comment: Continuous Improvement Program Framework

Hi everyone,

Sorry for the delay, I'm having to focus on a few work things during these
initial weeks of the year. The text is up for review, for those who have
read the document (it is brief and very direct, so one could read the
Comment in less than 5 minutes, besides the 15 minute-ish necessary for
reading the base document provided by the CIP-CCG).
