Hi all
The councilors are on their way to attend the council strategic meeting in
DC. (i am one of your councilors -north america) if you don’t know what the
GNSO council is, you can ask me off the mailing list.
The past two months we have had two meetings and in general there are a few
issues that NCSG is monitoring and raising:
1) forming an IG group in the council. This is needed to clarify to the
different UN and regional processes how we do our work and how we are
contributing to the stability and security of the Internet and keeping it
global.
2) billing contact of domain name registrant: this is a small issue but at
the same time it’s important. Billing contact should not be one of the data
elements that the data registration policy applies to. This is a message we
are trying to send to the council as there are some questions raised as to
how to resolve this during implementation (related to privacy rights
concerns)
3) ICANN has come up with a compliance report after the bilateral
amendments on dns abuse mitigation. The report is very quantitative talking
about how many pieces of abuse was detected how many domain names were
taken down and suspended. This is due to the nature of the amendments that
do not prescribe how registrars should deal with the mitigation and what
sort of processes they should have. While we don’t want to impose that on
the registrars and involve ICANN compliance we might want to weigh in on
the report and discuss qualitative measures that registrars should
consider. We also might want to comment on how to enhance the transparency
of the compliance reports on this if necessary. Here is the report:

(rights
that could be impacted: access to domain name, freedom of speech)
