Hi Caleb!
Sorry for the delayed response, and thanks for your detailed answer. What
you said actually solves my doubts, in the sense that this was a concern of
the WG, and the substructure functioning was discussed. I agree with the
rest of the document.
It is not a different perspective, but I think we can ask for more details
on the role the substructures will play (if this will be designed by the SO
or by staff, for example).
